San Carlos Development Board, Inc. (SCDBI) is a multi-sector-represented non-stock, non-profit, non-government organization that assumes the responsibility of leading and coordinating the effort to implement the San Carlos City Master Development Plan (SCC-MDP). It was first conceptualized during the development of the SCC-MDP. The organization was designed to have effective representation from as large a part of society as was possible under a Council of Advisers, and an executive body under its Board of Trustees. The Board of Trustees is composed of seven members with sufficient representation from the private sector, the NGO community, the finance sector, the academe, and the Church.

SCDBI started its operation on June 11, 2002.
