Sustainable Land Use and Water Resource Management Project: a Decentralized and Industry-based ApplicationOn June 2007, SCDBI submitted a proposal titled "SUSTAINABLE WATER & LAND USE RESOURCE MANAGEMENT SYSTEM: A Decentralized and Industry-Based Application" to the German Technical Cooperation (GTZ) for consideration. The proposed three-year project will be a collaborative effort between and among the City Government of San Carlos, SCDBI and the JF Ledesma Foundation – ASEAN Rural-Urban Development and Peace Institute (JFLFI-ARDEP) and GTZ . The project aims to establish a sustainable land and water resource management system in San Carlos City using a combined experimental and hands-on participatory approach and institutional skills transfer.

On July 30, 2007, GTZ came to San Carlos City to hold a Technical Working Group Plenary Workshop with SCDBI and the other participating offices.

The following Technical Working Groups were created:

  1. Water;
  2. Forest;
  3. Public Finance;
  4. Institutional Development.
The Project Steering Committee chaired by the City Mayor was also created. On November 14-16, 2007, there was a Planning and Workshop for the TWGs. Another group discussion was done on the plans laid out by each of the Technical Working Group.

A MOA signing among GTZ, the SCC-LGU and SCDBI was done on December 5, 2007. Planning for the time-frame of the project was done on January 2008.
