San Carlos City has constantly promoted innovative development initiatives that make it a model for best local governance practice. This is seen in the various national awards it received for its numerous projects that are considered the first in the country.
It is initiating a program, an Education Summit, to provide strategic direction for improving Basic Education in the City. The Summit, dubbed the “San Carlos Education Summit: Basic Education Excellence Towards MDG Realization,” is the city’s response to localize and realize the national commitment to attain the Millennium Development Goals 2 which seeks to attain Universal Primary Education.
This MDG response is pursued in view of the fact that people’s lack of access to education also results to further inaccessibility to economic resources. Thus, focusing on basic education is a crucial poverty alleviation mechanism. In the same manner, it is also a move by the city to upgrade its human resource base in view of the thrust to attain economic development.
The Education Summit will be held on April 22-23. Bro. Rolly Dizon, FSC, the former Chairman of the Commission on Higher Education, will be the Main Speaker. The event will also be graced by the presence of Mrs. Mildred Garay, the Assistant Regional Director and OIC, Office of the Regional Director, DEP-ED Region VI.
The initiative is being spearheaded by the San Carlos Development Board, Inc. (SCDBI). The SCDBI, a non-stock non-profit organization, is in itself a unique institution as it is the first of its kind in the Country that was created to coordinate the development of the City. The Education Summit is pursued on the basis of the city’s Master Development Plan (MDP) framework to establish a balance between rural and urban development, as well as social and economic development.
The establishment of the MDP, as well as the creation of the SCDBI, is a move by San Carlos to become a Sustainable City, a fact that gave it national recognition by being one of the recipients of the Gawad Galing Pook Award for excellence in Local Governance. The Education Summit will ensure that the results of Sustainability will be reflected in the lives of its citizens by giving them the chance to participate and become active contributors to the city’s development.
